HIGH VOLTAGE PROTEST @ TAMAN DESA

WITH three deaths from last week’s Kampung Pandan kite-flying tragedy still fresh in the minds of the public, residents of Taman Desa want the recently installed high tension power cables near their homes to be removed.

An action group has been formed and the group’s co-chairman Walter Chew claims that the installation — stretching a distance of 800m and about 30m away from some houses — was done without informing or consulting affected residents in the area.

“In the third quarter of last year, Tenaga Nasional Bhd (TNB) installed high tension cable towers right in the heart of Taman Desa and Taman Bukit Desa,” said Chew. He claimed the installation was done overnight.

“We were rudely greeted the next morning by the sight of these massive towers,” said another resident, Doreen Chan, 50. It is alleged there was never any notification, nor a signboard at the project site informing residents about the project.

“As TNB has not put up any signboards and didn’t send out any notification to the affected residents, we wonder if they had obtained the approval from the relevant authorities,” said Chew.

Residents have suggested that TNB use other methods like underground cabling instead of the overhead high tension cables.

“They could use the underground cables even though it would cost more. Why create a risk which can affect people’s lives?” asked Eugene Lee, 40, another Taman Desa resident.

The protest against TNB also has the support of the Taman Desa Residents’ Association, which represents the 30,000 residents of Taman Desa and Taman Bukit Desa

MCA NGO LIAISON BUREAU CONCEPT PAPER

OBJECTIVES

a) To identify and prioritize issues which have the most impact on the voting behavior of the constituents under MCA;

b) To engage and connect with active NGOs on a national or local level and to promote cooperation and understanding towards a common purpose and objectives;

c) To actively engage NGOs with the purpose of acquiring greater understanding of local / or national issues and to lend our support towards achieving their objectives and purpose in line with the national interest;

d) To enhance MCA’s role as a policy maker by effectively joining hands with NGO’s to influence policy changes and / or amendments to our statutory laws;

e) To counter misconceptions against the government or the party by engaging NGOs via dialogues, forums, debates and workshops.


PROPOSED STRUCTURE

The MCA NGO Liaison Bureau will be divided into four (4) localities namely Penang, Klang Valley, Kinta Valley and Selangor. Individuals will be selected to reach out to various NGOs or groups to touch base and propose a common platform to work together on a partnership basis. During the course of our work, we may be overlapping into areas of other MCA bureaus or wings but we would like to emphasize here that the overlap will only be on specific subjects or areas and the relevant bureau or wings will be informed accordingly of our programmes whereby we will then work together hand-in-hand towards a common purpose and goal. All members are welcome to join our bureaus, to assist or to contribute towards achieving the above objectives.


INITIAL WORK PLAN

NGO group selections
- Women’s groups (collaboration with Wanita MCA)
- Religious groups (Church groups and Buddhist associations)
- Human Rights groups
- Environmental groups
- International links (foreign embassies, international support groups and foundations)


STRATEGY

- Generating and compiling database of contact of the identified groups
- Studying the issues and subsequent approach of each of the issue identified
- Policy discussions and position taken by the party
- Media engagement to highlight the problems and concerns of each of the NGO / issue
- To set up an Internet team to counter / explain the position of the party on the issues
- To set up own pressure groups to influence friendly groups and to counter hostile parties.

建议成立马华非政府联络局之概念

宗旨

a) 对马华选区内所出现的各项重大问题,尤其是那些可影响选民的倾向者,作出评估和优先予以处理。

b) 与那些全国性或地方性的活跃非政府组织,保持密切的合作与联系,俾便大家能朝向一个共同的目标前进。

c) 尽量与非政府组织进行交流,以便彼此能达致更进一步的谅解,为许多地方性或全国性的问题,协助予以解决。

d) 有效地与非政府组织合作,以影响政策的改变或对法令作出纠正,藉以提升我党作为一个决策者的角色。

e) 通过与非政府组织进行对话、交流、辩论或讲座会等活动,纠正人们对政府或某个政党的误解。


其结构之建议

我党非政府联络局将在4个州属包括槟城、巴生谷、近打谷及雪兰莪州内成立。我们将会委派特定的人选与非政府组织或团体联系,以便在共同合作的基础下,拟定一项共同的计划。在这方面,我们可能会在党内的一些局或组织领域,出现一些重叠的现象。无论如何,我们要在此重申的是,有关的重叠现象只不过是局限于一些特定的项目或课题上;而有关的局或组织将会先获得照会,好让大家届时能携手合作,共同朝着一个同样的目标而努力。希望所有我党同志皆能热烈地参与我们的行列,齐心合力地协助我们实现上述目标。


初步工作计划

非政府组织的对象如下:
—妇女团体(与马华妇女组配合者)
—宗教团体(基督教与佛教组织)
—人权组织
—环境组织
—国际性联系组织(包括外国大使馆、国际支援组织和基金会等)


策略

—制定和收集受鉴定组织的联络资料。
—研究每一项受鉴定的问题,同时找出解决该问题的方法。
—进行政策性的讨论,以拟定党所应持有的立场。
—联络媒体,以特别强调有关非政府组织所面对的问题,同时对有关的问题加以关注。
—设立一个特别网站,以向普罗大众讲解或反映党所持有的立场。
—自行成立一个压力集体,以影响友好组织的倾向,同时也对我党政敌,作出反击的行动。
